Footage captured at the stadium in Nairobi where the memorial was being held showed people running from plumes of gas, as shrieks reverberated in the arena. Thousands had gathered there to mourn Mr. Odinga, a champion of multiparty democracy who acted as an opposition figurehead for decades.

At least two deaths were confirmed by Adamson Bungei, Kenya’s head of police operations, according to The Associated Press. The local news media reported that four people had been killed. There was no immediate public statement from the Kenyan police.
